Community Plan, Surveys & Zoning Code Proposals 2026

Community Plan:  In early October 2018, an ONA committee completed a review of the existing Oceanside Community Plan (a draft dating back to 2010) and created a 2018 update.  This updated 2018 Oceanside Community Plan was voted on and unanimously approved at the December 1, 2018, regular ONA meeting.  In the same meeting, recently completed Short Term Rentals Survey Report was also unanimously approved.

Zoning Code Proposals (2026): 

Update (7 May 2026): Ahead of the May 16, 2026, vote on zoning code updates to the residential and commercial Oceanside zoning, Sarah Absher, Director of Department of Community Development, has provided an Introduction to Oceanside Zoning Code Proposals.

Update (5 May 2026): Sarah Absher, Director of Department of Community Development, invites property owners of the Oceanside Village Overlay (aka the Villagers) to participate in an on-line survey about the proposed residential and commercial zone code concepts the Department has developed.

The survey is open May 1 – May 22, 2026, and can be accessed at the County website.

A supporting information packet is also available at the County website.

PLEASE NOTE:  The survey is intended only for the property owners in the Overlay (which is subset of Oceanside).

Posted Previously:  Background:  the Board of Tillamook County Commissioners considered a series of commercial and residential zoning code update proposals at a hearing in October 2025. The Board of did not take action to adopt many of the code proposals and instead directed Community Development staff to continue to work with the community on potential solutions to better address community livability concerns related to development of properties in Oceanside.
As directed by the Board of County Commissioners, Community Development staff have been working on a series of zoning code concepts to bring back to the Commissioners as solutions to help address livability concerns related to development of properties in Oceanside, with focus on the area of Oceanside commonly known as “the village”. This work has included the proposed creation of the “Oceanside Village Overlay Zone” and the participation of a working group made up of Oceanside community members representing various areas and interests of the community, brought together by Simeon Dreyfuss, President of the Oceanside Neighborhood Association, to provide feedback and guidance to staff.

A series of open houses has been planned, and zoning code proposals have been drafted:
